A Regulated Canadian Immigration Consultant (RCIC) is a licensed professional authorised to advise on and represent Canadian immigration and citizenship applications for a fee. Anyone else charging for immigration advice is operating unlawfully, so IRCC encourages applicants to verify a consultant on the CICC public register.

Licence levels and scope

The RCIC licence is tiered. A full RCIC can advise and represent across most immigration and citizenship matters, while higher-tier licensees (such as those authorised for the Immigration and Refugee Board) can appear in additional proceedings; a separate, narrower category exists for international student advisers. The exact scope of each class is defined by the CICC and evolves, so confirm current classes with the regulator.
